Arduino RPM input

Here is a link to an instructable article about taking the rpm signal from the engine and displaying leds. I’d like to use this to create custom dash elements with a diffuser overlay that i don’t remember the name of but think of those sheets that overlay things like control panels. the intention is to give it a look like this.
